I have only heard of revenue sharing sites like Hubpages assisting with the registration process, you will probably have to go to the normal application page.

There is a adsence plugin in blogger site, go it and follow the instruction.

If you want to register for adsence directly from blogger then first your blog at least minimum 6 month old and unique content on your blog.
after that you go to your blogger dashboard. where u found adsence plugin, go it and follow the instruction.
