Register your website first, to make sure you get the domain name you want. Then you can take you time building your site

Definitely register the domain name first, it is not that expensive and you can usually get a hosting package along with it depending on what service you get your domain name through. Then, as others have said, you can take your time developing and making your site perfect before officially launching it.

Get the website done first and then start looking to register it. It only takes a few minutes to find an unused domain name so it really is no big deal, however getting a website done will take lots of time. Why not try to multi task and do both things simultaneously?
