Yes, if you want a professional looking website that will be built for purpose, you pay for what you get.
However you could use a free web designer that gives a free domain (not very professional at all)

You can create your website even without any skills, just use any free website builder (Wix, Weebly, Webnode etc.)
But if you are serious about your website, you should consider to buy your own domain. It is not so expensive.

For the domain name, "domain.com" ex, you need to pay about $12/year
Then you need a web host to keep your files/ website online. That would cost about $5/month to start
