keyword frequency means a keyword or phrase repeated more frequently, but not cross keyword density limit. To optimize a website google consider synonyms as well.
it means keyword frequency is included synonyms also? I mean the keyword frequency means the keywords with synonyms or without synonyms?

Certainly synonyms should cause one to lower the number of occurrences of the primary keyword, I don't know by how much.
With recent elevated search engine quality standards and the more frequent use of human reviewers, the keyword density formulas are really out of date, it's best to primarily write for your audience with a list of keywords in the back of your mind as you write.

No - keyword density doesn't include synonyms but you easy can get in trouble with over optimizations.

It's better to create content for keywords "x" and to create different content for keywords "y" and for keywords "z" (z and y are synonyms for x).

Yes instead if using same keyword in your content you can use its synonyms but not too frequently.

The idea is to write naturally and include variations of your keywords. Google is becoming good at semantics so they will detect if you are like a broken cd saying the same thing over and over.
