I created the Community Facebook Page for my Vlog fans, but I wonder if I can use the copyrighted pictures OR picture that I "save picture as..." from google image for my cover picture?

Read the guidelines of facebook. You can use it but if you use unique picture that is always best .

As a general rule, you can only copy and republish pictures that are no longer copyrighted, unless you own the copyright or have a license from those who do.

The mere fact that someone generously published their work online is not a license for ANYONE to simply violate the copyright by publishing the photo anywhere for any purpose, let alone uploading to another site.

Yes, if the copyright owner authorized the original upload you have found then it implies anyone can view or save a PERSONAL copy of the work, but that's the extent of the implied license.

Yes you can do it. Facebook cover pics needs to be unique. You can chooce your own choice. Besides google you can also have good fb covers. Make your fb cover match with your account and all the matters related you. Good luck
