The URL you provided is a sub-domain created on the CC.CC service provider. This service allows you to create free custom domains which can be configured for Blogger, Gmail, Google sites, Tumblr, Bandcamp, Hotmail, Facebook, Twitter, Myspace, etc..
Looking at the source code, the sub-domain is connected to a Blogger.com account. The template is setup using blogging service, but the homepage looks more like a standalone website.
