I understand the whole thing about IP addresses. But what if the IP address is different. What other tools do they have for cathching ban evaders?

they can't , use a different computer, or even the same computer with a different IP address , a different e-mail address and a different user name and they can't tell , you only have to see the number of repeat spammers on YA to see they are uncontrollable, creating new accounts within seconds of being deleted

Depends on the size of the website. If they have limited users signing in from a region it is easy to locate someone using multiple IPs if the forum is smaller. Not enough data here to say.

Also, if a user is banned for cause, they usually try to get back on. Easy to watch for new users for a while and see what they do. Figure the Mod is just a sneaky as you are.
