Kepp having people offer me their services to build mobile site but not entirely sure I need one... any help would be much appreciated

You definitely need a mobile site if your site is something that attract more number of mobile users. Check your analytics to find how many mobile users you get in a month and based on that you can decide. If the cost of adding a mobile site is not very much you can then definitely add it. HTML5 is not specific for mobile users.
