A quality links are links that come from trusted, high authority and popular sites.

High quality links are easier said than done. When the New York Times writes an article about your company with a link to your site, that is most definitely a quality link. If a blog with lots of traffic, recommends your site through a permanent, ever-green story, that is a high quality link.
All links are potentially useful, but when a link comes from a reputable or even great site, it holds more value with the search engines, than say an obscure directory listing. Still useful but holds less value.
Reach out to bloggers in your niche and see if anyone wants to write about your site or you can offer to write something for their site. Don't be pushy - - it won't serve you well. They know what you want.

A quality link is:
1) On topic (The page linking to your page is about the same main topic)
2) Ranked well for the keyphrase you are after (In the top 1,000)
3) Contains the keywords you wish to rank well for
4) Has high PR (PR 4 or higher)

Quality links are links that bring a lot of value to your site. When search engine(google) finds that a site that links to your site is more reputable.

Quality link mean,where you post website link like article,forum and yahoo answer.In which you are using off page task your website.You should be use only above 2 pr sites.

A quality link is determined by various parameters. Any link which adds value and helps in bringing or increase in business or a purpose / cause (not self promotion) directly or indirectly and validated by search engines for high or improved page and Alexa rankings develop an affinity in natural process (meaning not the me too types) and voted in a democratic process (not banned / spammed / blocked / under construction or repair) with a social acceptance and presence which can empower and pass the link juice.
