Can the people I'm following on twitter see my tweets even of my tweets are protected?
and
If my tweets are protected and I tag someone in a tweet will they be able to see it?

If they're following you then yes.

1. Only people following you are able to see your tweets. Protected tweets are viewable only by followers you approve of.
2. Not sure on this one, but you can try asking a friend to help you test it. Make a tweet protected, tag them in it and ask them if they can view it (make sure you haven't approved them or the test is invalid).
