I want to create a free website to practice all ON & OFF Page SEO activities in it. How to do that? Which free hosting will allow me to do all (particularly on page) SEO activities? I don't want to spend any money to create the site.

You should set yourself a goal, perhaps like getting the 10,000 or so visitors typically needed to earn the $100 min payout from Google Adsense ads. or making sales for some company's affiliate program.

If you want to create free website then use blogspot.com. You easily create a good website from blogspot and also edit the html code of your's chosen theme.
I think blogspot.com is the best source to create a free website.
