According to SEO, best permalink should include the main keyword being targeted from that particular page.

The second one is powerful but do not stop there, also make sure that the category of your post has your keyword and lastly embed a video that has your keywords in its title and make the title of the video H2 on your post....this is a deadly combination, you will rank effortlessly without building a single backlink to your post. Its a pity I can write the whole strategy here.

I think you should go for the later one, cause ofeten time your category may not include your keyword though your post may suit in that category.
