Yes, ask them through Facebook to install Skype on their phone or computer, and then to give you their Skype name so that you can call them.

Hi...
steps:
1.click menu in phone
2.click Google play store
3.click in the search box there..
4.type Skype..
5.click free button..
6.wait until it downloads and installs automatically..
7.go back to phone menu..
click Skype icon..
8.sign in with your Facebook username and password
9.search for your friends email address in there..
10.click video call...

yes you can make a video call on facebok if you are running latest android version and have 3G connectivity phone
