I found this website as an add on my facebook. As an ouwner of a few pair of ray bans, I know $20 ray bans are too good to be true, but I am looking for an inexpensive, "knock around" pair of sunglasses and wanted to know if you think I would receive my order.

Let me see if I understand this. You've found a website that claims to sell Ray-Bans but you know that they, at best, have to be counterfeit.
And now you're asking whether a site that at best is trying to fool its customers and sell them counterfeit goods will actually deliver the merchandise you order.
Duh!
If they're willing to deceive customers by pretending to sell items they don't have, they're perfectly willing not to send you any merchandise at all.
Don't buy from them.
