I already restarted my phone and re-installed the app and it still doesn't let me follow anybody. how do I fix this?!?!

Ahhh this has happened to me before.
The problem is, Instagram has a limit of people you follow per hour(or minutes idk)
but it won't help to log in or out or delete the app you just need to wait like 20 minutes and then try again. if that doesn't work wait like 30 minutes.
