it depends on the amount of content, the quality of the content, and the language.
If you are needing just a few articles per month, and want very high quality, assuming you know the niche-- you should write them.
if you need massive quantities, then you should consider PLR article packs and then use one of the better spinners.
Cheaply spun articles read like trash, however better spun articles most times are drop ins, with an occassional syntax tweak
there are services available on most microjob sites, but the quality is questionable at best. if you find an exceptional person there you will need to pay a decent fee for articles in the 500 - 850 word size
reports are a completely different matter, and well researched and written reports can cost $50 or more each

Best way is trial and error. There are many content writing services out there and some very good freelancers as well. You can even try freelancer sites for a wide range of choices.
