The best free source to create a free directory website is Content management system
That is Joomla, Drupal or wordpress.
Try to learn one of the above. you will be able to create an yellow pages or business directory. the above applications are open source. so it is free to download.
To know things:
Localhost environment(install wamp)
website maintenance
joomla or drupal installation
then customize with your own design.
