Is it possible to use the site and look up people by their names and read the details without them knowing you looked them up? or without even getting an account with them?
if not is there any website that allows you to do this similarly?

You have to have an account with 192 to look people up and you also have to pay for it. People do not know you have looked them up unless they are have an account themselves.
