If you are in the US and if you earn less than $600, Google will not send you a 1099 -- meaning they will not report to the IRS that you earned from them.
But why do you want to earn less than $600 for the whole year, if you are able to earn more money from Adsense?
If you are outside the US, then Google does not send report your income to your government.
