This site is nothing but sponsored links. Does this mean that they didn't pay for their server or something?
I got a link to this site from Google Images... and then hit view source once I got there. There was absolutely no content that didn't come from an ad service.

I'm not going to open the link because I don't want to risk getting any junk on my computer, but anybody can make a website if they have the knowledge, and sometimes people make dumb things full of ads trying to get some money. If you don't pay for a website, they probably just close it, I don't think they fill it with ads.

When a person or company own a domain but do not have any immediate plans for it they run ads like that. Many times if a domain name expires the hosting company will put ads on it.
