It's the same system as used for decreasing ranking.
There are some 200 factors used to rank a web site, having quality original content is a big factor, the quantity and quantity of links from other sites, seen as a popularity vote are another important 'signal' used for ranking. Any links identified as created for the purpose of boosting ranking are a violation of search engine guidelines, getting links must be dome with care.
