The website is called topbandsale.com and I was wondering if it is a good website. The site sells Oakley sunglasses cheap and I mean cheap like 20 bucks and that scares me. I am worried it might be a scam. But if it isint then I would get a good deal thanks for helping!

No, not trustworthy! This is just another Chinese company offering low quality fakes of brand name items...:-(

Oakley at 20 bucks means that the website is fake. If its fake, you can even get it for a much lower price than $20.
With brand names, if you find a website that is selling the brand for drastically reduced prices and it's not one of the designer discount stores such as Rue La La or Ideeli, avoid it like plaque. The only reason they sell designer goods at such a low price is because it is fake

Oakley is a luxury brand and similar to other luxury brands does not allow it's dealers or does not itself, every place things on sale.
there are no coupon codes. By offering coupon codes or discounts, this "Waters down" the exclusivity of the brand. So it's not "allowed" per se.
