No problem submitting to multiple search engines, probably only need to contact Google, Yahoo, Bing.
One possible form of negative additions is excess notifications of updates through services like pingomatic or pingler which Ping your updates to multiple services, every minor post edit/save can cause a new ping, these repeated pings might start looking like seo spam.
Wordpress for one automatically pings a post update.

It is good to do submit your site/blog on Google, Yahoo and Bing,
One person can add any number of Websites/Blogs to any number of search engines.

You can add ur blog to any search engine you want. there is no option only allowed to add a blog to one search engine.

Yes you can add on different search engines like google, yahoo, bing and many others to increase the visibilty.
