The site does not carry any sales or return policy. So it is silent on non delivery related issues. My first reaction is that do not do any business with it.
If you were to do it, ask them about your legal rights in case of non delivery. If you like what you get as an answer -- then go ahead!

It looks like a Chinese site.
If you order something, it will most likely be the wrong size and wrong color.
They don't have the dresses in stock. When someone orders one, they show a picture to someone (who may be only a child) and say "make this".

1. What is their phone number?
2. What is their address?
3. Is email the only way of contacting them?
4. Which country is this website based?
If you don't know these, do not use this or similar websites. You don't know where they are, who they are and will have no one to complain to should your dress not arrive. Only use websites where you know for certain you can contact them.

It looks like a Chinese site, there's no way of contacting them. NEVER trust any site like that with your money!
