Dynamic just means pages built on the fly, maybe customized based on the visitor history, Amazon does this with "others have also looked at" sort of footnotes.

Strictly speaking Content Management Systems, like blog engines are Dynamic sites, you will see automatically updated information displayed through plug in code, like the current weather, an RSS feed from another site, or a catalog page data feed on an Amazon affiliate "store" site.

none practically, they just different approaches to help people navigate through your website in slightly different ways. For small business owner a technical issue to be left to the IT team.
