I really want to get a smartwatch but i want one where i can go on google or surf the web.

the Galaxy Gear has access to a browser, but its hard to use and you have to own a Galaxy s4

Do you really want to surf the Internet on a 1" screen? You know that smart watches are like half the size of the typical smartphone's on-screen keyboard, right? Technically, you could put a web browser on any of them- watches like the Galaxy Gear run Android, after all. But it's such a terrible experience that no one bothers.
If you're really interested in browsing the web on a screen so small you need a needle to press the keys on the on-screen keyboard, there are custom ROMs for the Galaxy Gear that add in all the standard Android stuff including the browser.
