register a domain name usually under $10
purchase hosting under $20 http://bypasshost.com
create new email account on your new hosting account -IF you want it
1 click install wp platform, login to wp platform, choose or add theme, add plugins to make it secure
then do a redirect from your existing site so as to move your visitors over to your new home
total time usually well under 1 hour, cost under $30 for one year

Register a domain name from around US$10.00 per year and then arrange hosting for it from around US$4.00 per month for a basic package from say Hostgator. Point the DNS(Domain Name Servers) of your domain name to your hosting account(your new host will give you details).
Hosts such as Hostgator use Cpanel as their control panel and the Wordpress script is included free in there via Fantastico.
