I would suggest you to first increase your horizon, learn things about SEO, practice them on internet, everything is available on internet you just need to search them and then practice it...take some time and then find a suitable partner who can help you out in this regard

If I may suggest you will find more candidates on internet marketing and webmaster forum sites. There are plenty of ebooks and video courses that may teach you enough at least to oversee your seo campaign which you can outsource to freelancers. There seems to be a trend of the search engines making automated seo technology less effective shifting the focus to genuine quality content.
You can get at least a superficial exposure to the latest SEO issues at these sites.

The Whiteboard Friday videos in the seomoz blog are particularly informative, though much of the advanced issues discussed there only apply to giant enterprise sites.
