This Water company is ranking high in the search engines. He is using the same content for multiple pages but he changes the city or county name. Is it considered duplicate content because Im thinking of using this method?

you can do that if you want - it's definitely worth doing.
I can also help you with the content...rather than just changing the word of the town i can also mix the content on the pages so that they are all different.
I can do it for all towns in the USA. I have a database of over 30,000 towns if you are interested. I can also host and buy the domain etc.

Yea that duplicate content can harm search ranking, the proper way to deal with it wold be a canonical tag indicating which is the master copy that should get the search ranking, those dup pages are probably not a search advantage but still may make sense for a sales site, some ads and sites dynamically insert a city based on the visitor's IP address.

If he is using the same content for multiples pages, then surely he will be attacked by Google Panda soon. Please don't follow this risky method.
