There are many many ways to get traffic to your site and get it exposed. I'm going to cover a few basics in this answer.

Comment on relevant blogs - if you go find other blogs that cover similar topics as you, make GENUINE thoughtful comments about them and post links to articles you publish which are relevant to the readers of the article you are commenting on. Make sure to think about content relevancy and over time you will gain additional traffic

Guest post on other blogs - many bloggers are looking for additional content. while in the initial stages you will be providing content to them, if they have traffic established already and followers of THEIR blog, if you are providing insight on a blog they already enjoy, and THAT blogger trusted you with a post, then you gain additional credibility. Not only from an SEO perspective but also new traffic and potential followers/customers.

Use social media - if you are writing interesting articles that answer questions, provide valuable insight, experience etc, and there are many people looking for this kind of information, then you should Tweet your articles with a link to it. When you do this, also make sure to use # tags which people who are interested in your type of content will be searching for on Twitter. Over time, this will build a follower base in addition to potentially gaining retweets which provide exposure to people who would never have learned about you.

Adwords campaigns - do some basic research on the types of keywords people looking for you type of service would be searching. Then set up your ad campaigns and say the only people you want seeing them are those searching the keywords you've researched. Then set the destination URL to landing pages which from a content perspective communicate to your target audience.

Search retargeting - this is similar to setting up an Adwords campaign, but instead of the searcher just seeing your ad on Google, as they go to other websites, blogs etc they see banner advertisements which will speak to them. The benefits of this is that the ONLY people seeing your ads, and therefore potentially clicking on them, are people you know for a FACT are interested based on their search query. The cost per click rate (CPC) is often about 50% less than what it would have been if the SAME person click your ad directly from Google.

This certainly has the look of a potential fraud, like those endless Nigerian phishing emails.

I don't think a real fund raiser would use a stock photo of vacationing kids.

It's not a normal fund raising method, certainly not overseen by any sort of authority, the domain name uses a paid proxy to conceal the real owner, they seem to not know how to spell the bank name which suggests an off short author.
