Please help me. Bsnl says it give 4mbps till 8GB but its not giving 4mbps it gives about 150-250 kbps. What I have to do.....

First go check the speed of your net here : http://www.speedtest.net
if speed is 4 mbps then it may be your computer fault or malware
if speed is less than 4 mbps complain to internet provider

Do they say that they provide 4 mbps or that they'll provide up to 4mbps? People usually misread these things thinking that they'll get what's promised to be the maximum.
I probably didn't make any sense at all.

The speeds are defined differently. I thought the same thing as I had 15mbps internet yet my downloads were capped at 1.5...
When explained to me; Mbps is not Mega Bytes per Second. Its Mega Bits per second. Not the same. As 1000kilobytes is 1megabyte. So, 100 kilobytes would be 1 mega bit. Just move the decimal over a place and you have your speed.
Currently, my internet is 22Mbps, and my downloads cap off at 2.2mb/s.

BSNL sucks! They are cheaters. Their service doesn't reach up in some places and the user has to suffer. OK though. Just open Run and type "ping (your IPv4 address like 194.455.) -t" and it will speed up your network. BSNL has a dynamic ip address so just tell them to provide a static one and if they don't just tell them, they suck. Use mts. They are far better.

Maybe contact your Internet Service Provider.
