My buddy is in the Air Force and is currently only able to connect to the wifi from the mobile hotspot from his cell phone. However the quality and connection is terrible.
How do people usually go about getting their internet on base? Or what are some suggestions?

If he lives in the barracks, a local cable company will likely have a contract with the base to provide internet and tv connectivity to his building (for which he'd have to have installed and pay for). If his building doesn't have that, then he's out of luck.
