I bought concert tickets from eBay and the seller had a tracking number on the box, I open the box and its empty? What can I do?

open an "item not received" or "not as described". tough to say in your case. id be careful going the first route because he will just use the tracking number and say it was delivered
maybe ask for help on the forums
