In Terms of Business... You need investment and an Idea that can make an Impact. There are already lots of Social Networking site out there..
In technical terms.. You can start making the website with ready made CMS such as WordPress with the plugin Buddypress.
If you need something more advanced. Go for SocialEngine.com or Ning.com
