I know how to use snap chat with my computer, I just need to make an account. Is there a way to make an account through the computer, or do I need to use like a phone or something to make the account so I can sign in with my computer?

I don't think you can without some sort of iPhone or iPad. I've tried before and couldn't find a sign-up website. Although i guess you could borrow someone's snapchat app & make an account, then log out of their app and into your own.
