Depends on where you live. I found that areas that have more ISP have cheaper rates.The area I live in now only has two so the price is high.Areas with more that 2 are much cheaper.

As the others said, it really depends on where you live as to what service providers are in your area and what quality of services they are offering. Usually, it is the smaller instead of the larger company in your area that will offer you the best deal because they have the most to gain from your business.
A good site that will tell you what is available in your area and allows your peers to rate each provider's speed / service is DSLreports (don't worry about the DSL in their name; they report on every kind of ISP. It just means they've been around for a while):
