Hello:

I am planning to start an online forum. I am writing down all the questions needed to ask before actually doing it. Some of which are:
Does it require programming knowledge or high tech skills to be an administrator of a forum?
What privileges should never be given to a moderator?
When hiring online freelancers, what information/access is given to them and what should never be given?
Whenever we visit forums, there is a page with lot of info at the end asking do you agree (The forum Guidelines). I wonder if anyone ever reads it completely... Do I have to write this whole thing?Do I have to speak to an Attorney for the forum guidelines?
Your valuable advice and feedback will be highly appreciated.

1. I think no programming languages are not required. But little about CMS (Content Management System)

2. Moderator- Can add and delete the users, looking up all the activities done by the users.

3. For freelancers- I think better to give access only for checking the content, whether the user is spamming or any other issue.

4. Term & Conditions- Most of the people may not read, but they will accept and agree.
