You could create a website using a blog.
there is blogspot.com or wordpress.com and others.

&
http://wordpress.com/
Then you could pay to have the domain .com
There are many different options on the internet though.

Use WordPress.com or WordPress (there is a difference between these two). You can find tutorials for both on Lynda.com.
If you go with Wordpress.com all you need to do is buy your .com domain from a company like GoDaddy.com. If you go with WordPress you buy your web hosting package from a company like JustHost. You can find reviews of blogging software (blog software is great for creating websites) and web hosting services on TopTenReviews.com

Godaddy has a special first year discount program going, if you search for "Cheap Domain Names" you might see a $1.99 domain name offer at Godaddy.
I believe the free blog host Wordpress.com charges a fee for custom domain names (they cause a loss of revenue sharing) Google's popular Blogger.com allows custom names with no fees, again blog platforms are popular since no programming is required.
