IMO.. they are by your definition a 'digital marketing expert' meaning that they know how to promote products and services and motivate visitors to conversion-
in that job they should know a little coding, but they should not be full fledged code developers
eg: they should know how to write a context link-- but they would not know how to build a PSD graphic in layers from scratch
