This is kind of a hard question to answer.

According to this: http://cpuboss.com/cpus/Intel-Celeron-B830-vs-AMD-E1-1200

Celeron comes out on top in this specific comparison.

When you are in the market for a new CPU or looking for a new computer, you need to ask yourself what the computer is going to be used for. Are you a hardcore gamer? Or are a casual user. Are you planning on collecting headshots in Call of Duty or are you planning on paying your bills online? Maybe you're both?

Either one of these CPUs tend to fall on the lower end of the chain when it comes to CPUs.

Most user's won't ever need to know what type of CPU their computer has in it because most of the CPUs on the market today are great for basic use.

So to answer your question, yes, according to reviews the Celeron Processor is slightly better than the AMD Processor.

However, if you plan on using these for gaming purposes, you might want to consider a higher end CPU.
