I would go older than 13,facebook can be adjusted to be more private and whilst you can also adjust privacy on instagram it completely defeats the point of it because it makes it far less social,i have tried myself to have a private instagram account and it was pointless,you don't mix enough amongst a wider audience whereas facebook is only intended for people you already know anyway.
I think 15 is more appropriate for instagram and it is also vital to teach kids about internet safety and people be able to pretend they are someone they are not etc.

I say 14. At 14 years old most ppl are in high school and expose to a whole lot of weird stuff, so why not then

I would discourage having one in the first place. It is THE most narcissistic app out there- worse than Facebook- considering it is a popularity contest of who can get the most likes on photos.
