And how to decide the content of flash ads? is their any guide for it? if so pls provide a link.

Flash ads are banner ads using Adobe Flash to deliver animations, sometimes a bit of interaction as well in a tiny file size.
You can probably right-click on an animated banner to discover if it is Flash.
Some ad networks have restriction on how long the animations can be...
