For instance people on facebook will be like

#Lheggo!
Or people on twitter do that too. I don't get what it MEANS!

I think it means that it's a brand or some person or company that has a twitter. I'm not positive though.

It tags the status. It originated on Twitter, it showed up on Facebook because people started using applications that update Twitter and Facebook at the same time.

the reason for it is to tag the status for that word. Later on, they could look up (in your example) "Lheggo!" and find it, along with all other posts that have "Lhegoo!" tagged in it (posts by themselves and other Twitter accounts they follow would show up).

If you have seen the show Victorious on Nickelodeon, it became something similar to the "Mood" thing that Tori has on her Splashface
