I don't see any reason why not. That's a personal choice that occurs regardless of one's physical appearance.

I think a guy like that has demons. He wants attention, and he's rebellious. I think he's turn anyone off, not just Christians. Don't think he's ready to listen to the gospel either, but if he was then by all means try to reach him with the truth.

haha...saw that photo on Facebook.
The bible said that your body is a temple for God and that you should not defile the temple. In that regard, I would say this person is not a good steward of God's temple. HOWEVER, I would also tell you that God loves everyone and this person would certainly not be turned away by God if he were to invite God into his heart.
Murderers have repented and accepted Jesus. Apostle Paul is a perfect example. He killed people for believing...and then turned his life around.
