you you can't sent a direct message to someone that isn't following you, then how does celebrities sent direct messages to the fans if they aren't following you?
i've gotten alot of direct messages from celebs and i keep wondering.
im definite that its the celebrity because its a vertified account the the link is found on the official sites.

Are you sure it's not just an @ reply? You can send @ messages to anyone by doing @Twitterusernamehere, but you need to be following someone to send a direct message. =)

they can send you a tweet, but for them to Direct message you, you have to be following them. and you cant reply unless they're following you.

they do the @(and their username) but most Celebrities dont reply to fans

It's probably an @reply. If it's not, then they are either following you, or it's not really them.
