Okay, so downloading and uploading doesn't really depend on which browser you use, because wherever you're downloading/uploading from and to. Is another question. Browsers are used to look throughout the internet and "surf" around searching things. Uploading and downloading, is all about SERVERS and LOCATIONS.
But if you want a fast browser for searching. I recommend the popular Google Chrome, Mozilla Firefox, Mozilla Waterfox, and Safari.
And if you want a fast download. I usually go with torrenting so grab Utorrent, or Bittorrent.

A faster browser won't give you a faster download/upload speed.

I think Modzilla using Google Chrome is the fastest. Depends on your internet connection as well. Hope this helps.
