may be they are following google guidelines. please cross check the google hummingbird algorithm, what it will do, what is panda, and penguin.

some paid backlinks are harm to our site., if the backlinks are coming from the other site. if the site effected by google penguin . just use the google disavow tool.

everything possible in seo ... go for white hat seo

How can you say that other site are purchased paid back links . . ?

If those site are ranked at present there may affect in after update. . .

may be Google not identified their techniques at present
