I am working since last year for a website http://www.allsecurityequipment.com/ and I really do not understand why our SEO ranking has not improve more than what it is now

Concentrate on best dofollow websites to get back links
Go for Bloging
Go for Article posting and Press Releases
Later you will get better rankings friend

Make a unique and quality content. Make it informative and make sure that your keywords are in it, just don't overflow it with keywords though, and submit it to high PR article sites.

Have you ever thought that your SEO may have kept the rankings of this site whereas without it would be much worse off than it is today.

SEO is not absolute - it is measured against your competition - if they are doing the same amount of SEO as you then nothing will change. But if you did nothing you would loose your rankings.

That aside the site does not inspire confidence:
"Attn: Educated Customer, we are authorized manufacturer distributors."

Educated Customers? Are the rest of them stupid then?

Firstly you need to register your website in Search engine directories to get indexed. Then doing SEO will help your website to get ranked gradually.

You have to create quality back link related to your website them hope you are not penalize from google keyword penalty...
