You can start a blog on tumblr and put se ads on there. Then get your blog famous by using a site like tumblrplug.com and ask people to click those ads. What happens when people click those ads is that you get money. That way you can get enough for a website you want to create.

First one is create free website with free CMS like wordpress, blogger etc
And 2nd is purchase a domain name and hosting plan and install wordpress. But you have to spend 25 $ I think so.
