If you want your own domain then you will have to pay something, otherwise you can use many different free domain names which are the name of the service you use.

Wordpress
blogger
weebly
livejournal
blogspot
groups.google
etc

You can go for some blogging sites, they are free to create and hosting some of the populor sites are :
Blogger, Wordpress, Tumblr etc.

WordPress is one of the best options because I am using it last 9 months and also it doesn't required any technical sound.
